Overview
Temporary Accommodation By-law
To help meet the anticipated demand for temporary accommodations during the 2010 Winter Games
, Council has approved a strategy aimed at balancing the needs of owners who wish to rent their homes - or bedrooms in their homes - to visitors at Games time, with the need to protect existing tenants from displacement.

The City’s strategy includes:
- Introducing a temporary by-law and licencing program to allow homeowners to rent out single bedrooms or an entire home for less than 30 days during the period of January 1 to March 31, 2010 under certain conditions;
- Allowing Bed and breakfast owners to rent an additional room;
- Allocating $40,000 in City funding to hire a tenant assistance worker;
- Creating an online tenant registry for tenants to register their address if they have any concerns that they may be displaced for temporary accommodation;
- Asking the Province of B.C. to amend the Residential Tenancy Act to temporarily limit tenant evictions for any reason other than tenant default between the period of June 1, 2009 and March 31, 2010; and
- Asking the Province of B.C. to open a full-time Residential Tenancy Branch office downtown, or along the Broadway corridor in the lead up to and during the Winter Games.
By relaxing the City’s current Zoning and Development By-law to allow for temporary rentals, we’re helping to create additional accommodation options for visitors during Games time. The temporary accommodation by-law is intended for vacant condos, apartments, etc. It is not aimed at owners with dwelling units that are already rented to existing tenants.
